按照校园电动自行车优化治理整体安排，现开展国际学生电动自行车集中治理工作，通知如下：
Under the campus e-bike management plan, we are now conducting centralized management of international students' e-bikes as follows:
一、治理范围Scope
全体在校国际学生（含学历生、非学历生）持有、使用的所有电动自行车。
All e-bikes owned or used by registered international students (including degreeand non-degree students).
二、采取措施Measures
（一）全面统计摸底ComprehensiveSurvey
统计完成国际学生名下交通工具使用情况、交通违章处罚情况，建立国际学生电动车专属电子台账，实行“一人一车一档”管理。（负责部门：国际学院）
Conduct a comprehensive surveyof international students'e-bikeusage and traffic violationsrecord. Establish a dedicated e-bike registry with individual files for each student ande-bike.

（二）集中核验上牌Verifyand Install ZUFE License Plates
对国际学生车辆进行全面核验，加装校内电子号牌，实现趋同化管理。上牌采取线下集中服务方式，具体时间另行通知。（负责部门：安全保卫部）
Verify allthelegale-bikesandinstallZUFEelectronic plates to align with unified management standards. Licensing will be conducted through centralized in-person sessions at announced times. (Safety and Security Department)
（三）非标车辆处理Handling Non-CompliantE-bikes
对于核验发现的非标车辆（含电动摩托车）坚决处置，禁止入校。考虑到学生利益，将依据自愿原则采取自行处置或集中置换方式进行。（负责部门：国际学院、安全保卫部）
Non-compliantE-bikes (including electric motorcycles) will be decisively dealt with and prohibited from entering campus. Considering student interests, disposal will follow the voluntary principle, allowing students to either handle thee-bikes themselves or participate in a centralized replacement scheme.

（四）加强交通安全宣教Enhanced Traffic Safety Education
持续开展国际学生交通安全宣传教育活动，提高留学生交通安全意识，强化交通安全知识，培养良好交通习惯。（负责部门：国际学院、安全保卫部）
Traffic safety education activities for international students will be continuously carried out to raise their awareness of traffic safety, strengthen their knowledge of traffic rules, and cultivate good traffic habits.

（五）开展群众监督Public Oversight
对日常发现的国际学生电动自行车违章违规违纪情况，可以拨打校园安全热线：86908110，或国际学院：87557491进行举报监督。
Encourage public oversightof any observed e-bike violations or misconduct by international students. Reports can be made by calling:

三、日常管理Daily Management
除25级新生不予受理外，其余年级国际学生请及时申请办理校园电子号牌，后期将不再受理。后续视统一进程采取对无证无牌车辆实行校内限行、限充等措施。

With the exception of the Class of 2025, all other international students must promptly apply forZUFEelectronic license plates. No later applications will be accepted.As the process advances, movement and charging restrictions will be enforced on unlicensede-bikes on campus.
